How do you feel staff members should be given their position?

Do you feel it is wrong to ask for particular position if you have interest in it? Or, from an administrator's standpoint, do you feel it is wrong to ask who all is interested in applying for the position?

In one particular case, I even saw a community poll for who should be moderator. Is that right?

Personally, I have no problem asking if I feel I am a good candidate for the position I desire. However, I do not believe an administrator should seek applications for a position. As a former administrator of a magic trick discussion forum, I do not agree with elections or accepting applications for staff positions. Popular vote is not always the needed vote. I feel all staff members should be selected by the administrators, or decided by the current staff team. Of course this does not have to be a formal vote, but let's say there are two or three candidates you've noticed are community focused, perhaps it should be discussed among the staff team which candidate he/she believes is best fit and as to why he/she is seen as best fit.

We've always observed members in the community and asked the ones we thought would be best for the job.

I have seen people sign up and immediately ask for moderator powers, like they think we'd just hand those out to whoever askes.

Well there are plenty of boards that will give them what they want so it's not like asking isn't going to lead to never getting any power anywhere.

The best way to go about it is to look around and see if anyone appears to be well suited to do the work and ask if they want to join the team. Asking current staff team members to offer their views on who would be good for the job and to offer up names of their own that would be good is also a good idea too.

The whole applications thing many boards use is dumb as anyone can say anything and will just say whatever they think you want to hear to get the job. You can teach someone how to moderate a board but you can't teach character as that is far more important then knowing how to moderate a board as in use the moderation tools.
