For evidence you have to look no further then the politicians.
The concept is even Biblical.
The passage from James 2 says:

Actions speak louder than words that's for sure can be even something small sometimes ..
if you promise something always good to keep this promise , and i know there will be time that can not, but as long as you say it early if something change it is ok then.

I "judge" based on actions. I don't believe words if the actions aren't backing it up. I've had so many empty promises made to me I honestly have a hard time believing anyone by only their words.
