Do you think spin offs from the original series of a tv show work or are most of them just garbage?

Some can totally work.

Examples - Xena, Melrose Place, Angel, Family Matters, Fraiser[sp?]...

I don't watch a whole lot of TV or spin offs, but CSI Miami and New York certainly worked and were great shows.

I think they can work if done with the right intentions, the right people, and the right direction.

Usually no. But sometimes they can work out just fine.

Examples:

Star Trek: The Next Generation
Laverne & Shirley
Mork & Mindy
Better Call Saul
Frasier
House of the Dragon
The Jefferson's

I like some spin-offs. NCIS spin-offs tend to be enjoyable, for example. CSI has had some good ones too.

Depends on whether or not the spinoff can keep a good story. If its being done for the sake of being done, no.
