Although it was not an animated character, and he was in a movie nobody else has ever heard of.
The character was Dr. Hans Reinhardt as played by Maximilian Schell in the 1979 movie "The Black Hole".
The movie boasted a very dark plot, an all star cast (including Anthony Perkins, Yvette Mimieux, Ernest Borgnine, and others) and one of the most striking starships ever designed for a movie, the USS Cygnus.
If you can find the movie, it is very well worth watching.
