Tax the overweight person.
Once per year the person gets a free medical check, their weight is recorded and measured against the body fat index for age/height & gender then give a 10lb allowance. After that you are taxed $5.00 for every lbs that you are overweightââ¬Â¦
Now that would be incentive for people to get into shape.

No, but instead of a weird creepy tax that requires the government to provide medical checks, roll it into a higher premium on their medical insurance. Also, aren't the insurance companies the one who need the extra money as they end up paying for whatever weight-related problems you have?
