What are your thoughts on a forums flood count/limit? Basically it's that thing that comes up saying you have to wait 1-2 minutes before posting a new post.

Some forums don't have it while some do.
 
It depends on the forum. Some communities (and some posters, for that matter) associate success or worth to their Post Count. You see a lot of spam. Forums like this one (but not this one, not yet) see a lot of it because users want to get their "contributions" out of the way, get their "Cash", and promote their shit.

I find it a little soulless, personally.

That's just me.

As a general rule of thumb, I believe things are usually better when people give a little thought to what they say.
 
HATE them!!! I am a fast poster and I can go from topic to topic pretty quickly. If I keep getting hit with time limits, I wont stick around that forum for long. The days of spam bots flooding your forum with posts are pretty much over, so there is no real need for it.
 
I don't like when flood count is enabled when I'm trying to post, especially doing post exchanges or post packages for board owners, but I think it can be somewhat essential to have a slight delay in posting to prevent mass spamming, otherwise, the user could create a post/topic and just go back to the previous page in their browser and constantly submit the same thing over and over again.
