Yes, absolutely they do, far more than poor people do. It's an unfair system skewed in their favour, no question.

Absolutely, there are things like crimes punishable with fines which essentially just make them more legal according to how much wealth a person has. The public reaction to White collar vs blue collar crimes as well is telling. Welfare fraud is often decried even though it is a tiny fraction of tax fraud. Also things like wage theft not counting as a criminal offense or taken as seriously as other kinds of theft. Finally a lot of the immoral and unethical actions of the wealthy are not even recognized as crimes and perversely are often rewarded.
 
Is it because they can afford a really good lawyer and someone who is poor can't?
They probably make donations to the local police departments and courthouses too.
I know it's a major problem in Mexico with Cartel. They own the cops and pay them to stay out of their affairs.
