I would say staff that do absolutely nothing are probably the worst. Because you can complain and moan all you like, but they'll just sit there and be like, eh, whatever and do nothing about what you're complaining about.
Which is why I barely check in on those forums to see what's going on.... and once my paid membership on one of them lapses.....

they assume their only job is to take care of spam, they never care about their members whatsoever.
report button is thing we are not aloud to use as they consider it babysitting.

No... they're still there. Just the other day one of the moderators called me names in a thread.

I hate when staff let members of higher rank, spam and do whatever just because they are higher ranked

Nazi's are far worse. Trust me on this one.
One board I used to go many years ago banned me and a bunch of other people because they were friends with someone he didn't like.
He would go on to creating a series of rules in which he used to justify deleting(his way of banning) nearly his entire community. Needlessly to say it's dead now. lol
I can take a lazy staff team over one that just rips on everyone for inane rules. At least you can post and ignore people who annoy you. It's hard to post and ignore Nazi staff especially when they banned you for some stupid reason. lol
I think those types of staff members should just be removed from the team. I mean what's the point of having them there if they aren't going to moderate anything? Another funny little thing about these kinds of people, is that they allow certain people to flame, then ban unprotected members for returning the favor, all in the name of fuuuuriendship!.
I've seen forums that do that. I try to stay away from forums that have that activity going around.
