It's a natural phenomena, but it isn't boring at all.
You need the ABSOLUTELY right combination of atmospheric conditions, underground deposits containing minerals capable of concentrating naturally occurring energy such as quartz or metallic ores, and low interference from man made grounding objects such as power transmission towers. And then, add a lot of time, and wait.
Also, the lights can appear anytime, but during the day, nobody sees them.
However, the mundane facts make them no less fascinating.
