I think he's referring to people blindly following their government and doing what they are told without first critically thinking things out first. Much of what was put out by the government as true in regards to the pandemic ended up being false and much of what was considered banned to discuss ended up being right. I honestly don't believe there really wasn't much that could be done that would actually be practical and effective in protecting yourself. Of course this wouldn't look good being broadcast on the news so they had to think of something you could busy yourself with to make you feel safe and you were doing your part even if that action really didn't help much if at all.

Being safe and blindly believing and doing what as government tells you that doesn’t care one bit about the individual if you live or die is the very definition of a sheep. And what we saw is millions doing just that.

The best way to foster sheep mentality is to keep the herd educated just enough to be of use to you, but not too educated to start thinking critically and calling you out on your BS. That's what really keeps politicians in the position of power.
