Vaccines are meant to be a permanent cure for any kind of illness it's developed for. Cancer have ravaged the world for years but why haven't a vaccine being developed for it's proper treatment?

Incorrect. Most viral vaccines wear off and you have to get re-vaccinated. For example, Covid immunity wears off after 3 to 10 months whether the virus mutates or not.

Because there are more than 200 types of cancer. They are not capable of inventing a blanket treatment for them all.
