That would do nothing but cause chaos on a gigantic scale. Many other countries or people have lost a great deal and forgiven those who has taken it from them, ending the chaos and hatred. A sword could be designed for protection, or as a gift of valor. The same sense goes with a gun, nothing is ever really created for purely a single thing.
