    My first thought... Except in case of rape of course, but that shouldn't account for such a high number, why don't the parents have it treated before they get the woman pregnant? I thought syphilis could be get rid off with antibiotics, so... Why not do that?

    It depends on the situation and what they were banned for. I know of someone who got banned on forum 1 and was still a member of forum 2 shortly after. I informed the admin of forum 2 (I didn't keep track of what happened afterwards), because what he did on forum 1 was a bannable offense on...

    Depends on the urgency and how much there is to say. Not urgent & lots of text: email. Not urgent & not a lot of text: SMS. Urgent: call. Or see someone in person, of course, but that option wasn't in the question.
