The Santa Cruz Sentinel gives more detail on this story. Other than the dogs indiscriminately breeding in these homes, I'm not sure whether this is considered animal neglect or not. Of all the articles on this that I have read, none of them mentioned that the dogs were not being properly taken care of. Yes, they were hoarding these dogs but does that constitute animal neglect?

There are pictures of some of the dogs on the above site. Again I searched and found no evidence from the police or shelter these dogs were neglected. Unless Santa Cruz County has a law stating all dogs must be spayed or neutered, I don't see these people getting charged with animal abuse.
