Animals testing medicines and cosmetics?

Is it okay to use animals to test medicines or cosmetic products?

If so, can you think of any regulations to improve the way animals are treated?
 
When it comes to medicine, I can understand it to an extent, but I'm really not a fan of testing on animals for most reasons.
 
There are plenty of humans out there who will take $30 and be tested on. Have them sign all the waivers and legal paperwork and its no biggie. Leave them poor animals alone.
