It seems to be a style option with some modern forum themes where the forum description is not always visible. Instead, it appears as a tooltip or on the forum when you hover over it. Do you prefer it like that?

Xenforo does this by default now but you can turn it off, I like to have it off and have my descriptions shown.

Same, same. I think it looks a lot better for most themes as well if you have the descriptions show up without the need to hover over the forum

Unless on a mobile device I always display them!

I have them set to tooltip for my grid layout themes, because I think the nodes would look way too cluttered if I had them always visible.
On my older list layout themes I do have them set to always visible though, couldn't have it any other way.

I like seeing descriptions at a glance - it helps remove all doubt around what the topic or board is about!
