Do all "real" pop ups on PCs have an identifying element?

Yesterday my husband showed me a screenshot of a popup someone got on his work computer and it didn't have any identifying elements to it, such as a logo or text for the name of the company...or a license number. It most likely is malware.

But do all "real" pop ups on PCs have an identifying element?
 
Not always, but it's prudent to scan for malware to be safe whenever you suspect potential malware or even just a routine sweep
 
Idk why a license number would show up. Not all pop ups are malware.
