Torrent sites have been very popular for some time. They made it possible to quickly download and share large files, so they were very popular among pirate content sharers, mostly movies. They also had a built-in layer of anonymity.

Torrents have become frequently blocked by service providers due to the sharing of pirated content.

Because of the frequent bans, I wonder if there is a future for this content sharing protocol or will developers start giving it up soon?

I think they will always be somewhat popular because there are some people that are just unwilling to pay for certain things. I've moved away from streaming TV shows/movies and I'm paying for streaming services now. Unfortunately, every company now wants to start one so shows are getting pulled in all directions and we're going to have to pay for a million streaming services soon.

Torrents will become popular again if that happens

They are as popular as they are dangerous, can get you in trouble with ISP and might carry a virus or trojan, but they can be very useful in getting that which you can't get anymore.

But they are not always illegal. Linux distributions use it and share torrent links on their offical sites. You can download official versions of Ubuntu or Mint using torrent client. ISP won't block you is you use it for download legal content.
