What do you do when you first start a forum? I personally work on the theme and try to get members at the same time and then worry about content. What about you? Vote above!
 
Of the choices, I work on the theme. I also set up the forum sections, settings, groups, etc. The theme really isn't the first thing I do, but it's definitely one of them.
 
I've never started a forum but I would start with content. Without interesting content, I don't see how I would attract any members.

The problem with starting with content is that if you don't open or start promoting right away, the content you post can become easily outdated and no longer useful. Particularly on a news forum or a very specialized one, but any forum can relate in some way to this. Content is very important, I do believe it's the most important of any aspect of a forum, but it's not really meant to be started first. Get your stuff set up, looking nice, then push hard on content.

Great advice and now you know why I never started a forum.

arrows. greater signs wouldn't make sense as you need all 3 to start a forum.
 
The presentation is one of the elements that will attract members, I'd say that you start off by making your appearance something to be proud of, and then move from there.
