It is illegal and falls into defamation of character. However celebrities and other public figures do not fall into the same domain. Celebrities have to prove malice which is highly unlikely for a celebrity to win this in a civil case.



It's a dumb law since pictures don't defame someone to the extent published or spoken words do.

It is illegal to take a picture of a random person on the street and photoshop it. Which is what happened with the lawmaker's daughter (a non-celebrity). However it's more common for people to take pictures of celebrities and photoshop them - which is what the lawmaker wants to change.
