I say yes to all three. If they score below a 90, then I won't eat there. That means some critical volitions took place that the health inspector docked them for, so it's risky eating at a nasty restaurant. If they manage to get it up to 95+, then I'll return. If a school cafeteria can get a 100, serving over 1 thousand students daily, then why can't a restaurant?
