Promotion through social media sites would work in my opinion. It's the best bet to have people know about it.

I always like word of mouth. Telling friends, family. Good old bulletin boards whether online or in stores can be great. Even putting an ad in the newspaper.
Just being active in other communities shows people who you are & if you are friendly, they may want to join.
