I think that cats rarely get rabies, at least in this country. The best way that I know of would be to keep their rabies vaccine up-to-date.
Majority of the rabies cases are the result of dog bites in my country. I have never seen any cat getting rabies in my city. There are a lots of stray dogs in my city and the government has failed to remove them.
