As someone said in the comments on that page:

Very old “solution” Most internet browser caches are set much higher/larger on computers sold after 2004. This solution only works if you visit the same pages every day and they don’t update their content between your visits.

you can see how slow my internet....but sometime my internet speed can go to 1mbps+

It mentioned the cache size thing, and suggests you use the Opera browser (among other things).
