I always run into people who cannot speak English at all.

Why do people move to a country that speaks a different language than their home country but refuse to learn the language of the new country?

If you moved to a new country, would you want to know the language?

What made me laugh is the fact, how many of those who's native language is English can't even speak it themselves?

Because it's not their native country and they want to keep their native language and culture intact.

Yes, I would want to 'know' and understand the language. Doesn't mean that I would give up my native language which is English.

And live an extremely difficult life practically incapable completing the simplest of tasks in daily life.

If I was going to move to a non English speaking country, I'd definitely have some basic knowledge of the language.

Don't worry Nebulous, you could move here and get by using only English in daily life :P

Yes, if I were to permanently move to another country, I would like to be able to understand the language.
