Which pets need to be controlled on a leash?

Should all dogs be leashed in public at all times?

Simple - Can you chase them on foot? Depends on your answer to that question.

Besides the ones you can't chase, anything that can get aggressive and harm, really.

The third is answered by the above. I've never had a pet and I dislike animals, so yeah my opinion is gonna be different lol.
 
I always keep my dogs on the leash unless I'm at a dog park, then they can run like they're supposed to
 
Barn cats need to be outside in order to do their job. If they're provided food, water and shelter, cats are likely to stick around home....if they're "fixed". What it boils down to is 'survival of the fittest'; the hunters are hunted. I think it's hazardous for them, but there certainly are dangers in the city, too.
IMO all dogs need to be on a leash if they're off their own property.

Or, if you take them to dog parks, like PGen says, IF they can behave themselves. :D
 
I used have a dog and I would take him to the normal park (where leash laws apply) and would let my dog off the leash. Got bitched out by some other people there who would tap on the sign and tell me to put my dog on a leash. He was harmless, non-aggressive towards people and other dogs. I know I should have had him on the leash though, thats the law.

However, cats can be let loose. But it is very frequent that it happens that someone does not like cats, or that they are killed by a dog or that people poison them or that they multiply in the street. So even the most independent pet shouldn't be on the loose.
In my opinion, no pet should be left loose.

Dogs should always be on a leash, regardless of where they are taken for a walk; As long as they are not in a closed and controlled area, dogs must be let out on a leash regardless of size, weight or breed.

*Yes, as long as they are not in a closed and controlled park, they should be on a leash so that they do not present a danger to the environment or to themselves: they can get hit by a car, they can eat off the ground... a loose dog is a dog that the owner cannot have absolute control of what may happen.

I would say cats can be let outside without a leash as they tend to be more scared of others rather than being an animal that would attack and cause harm to someone. Dogs are an animal I would say need to be on a leash unless you know they can be trusted to not attack other people or other animals. Only you know your animal and whether a leash is needed to be honest but I would never take a dog out without a leash unless I knew they would behave.
 
I always keep my dogs on their leash. I feel like dogs for sure need to be leashed regardless on how they may behave and act around you. They could snap and attack another person or dog anytime if you just let them go loose.
