I have lived in many different neighborhoods, and no matter where I have lived, I always have had at least one neighbor who always makes certain that everyone can hear their crappy music.

In most areas, cops wont do anything about it until after 10 or 11pm.

Do you think this is fair?

I suggest you check the noise ordinance law where you live before assuming cops wont do anything about it until after 10 or 11pm. The noise ordinance law varies from state to state.



Here is the noise ordinance law where I live:



21-13 (1) General Prohibitions:

It shall be unlawful for any person to make or cause to be made any loud or unreasonable noise. Noise shall be deemed to be unreasonable when it disturbs, injures, or endangers the peace or health of another or when it endangers the health, safety, or welfare of the community. Any such noise sheall be considered to be a noise disturbance and a public nuisance.



21-13 (2) Express Prohibitions:

The following acts, which enumeration shall not be deemed to be exclusive, are declared to be a noise disturbance:



A. Radios, television sets, musical instruments, phonographs and similar devices.

The operation or permitting the use or operation of any musical instrument, radio, television, phonograph, or other device for the production or reproduction of sound in such a manner as to disturb the peace, quiet, or comfort, of the public or in such a manner as to be audible through walls between units within the range of the same building, from another property or the street.



B. Parties and other social events.

It shall be unlawful for any person in charge of a party or other social event to allow that party or event to produce noise in a loud or offensive manner such that the noise interferes with the peace or health of members of the public or is audible through walls between units within the same building, from another property or from the street. A person shall be deemed to be in charge of a party or social event when that event occurs on private property and the person is present at the event and resides on the premises involved or is a person who lives in or on the premises involved and who has authorized the use of the premises for such event.



As you can plainly see, there is no time of day mentioned where the police will not enforce these noise violations.

The Anti-social Behaviour Act 2003 amended the Noise Act 1996 and enables local authorities in England and Wales to tackle night time noise emitted from dwellings and gardens between the hours of 11.00 pm and 7.00 am. To enforce these powers local authorities must ensure that an environmental health officer takes reasonable steps to investigate complaints about noise emitted from dwellings. If the officer is satisfied that noise exceeds the permitted level, a warning notice may be served on the person responsible. If the warning is ignored, the officer may issue a fixed penalty notice of £100, enter the dwelling and confiscate the noise making equipment (obstructing confiscation carries a fine of up to £1000), or prosecute (fine up to £1000). In Scotland similar action can be taken under the Anti-Social Behaviour (Noise Control) (Scotland) Regulations 2005.An extension of the Noise Act came into force in February 2008, enabling local authorities in England and Wales to tackle night time noise from licensed premises.



We have the same problem every summer. But parties go on till 3 am so at least we can call the police :/

Thankfully, this isn't an issue in the neighborhood I live in. There are more adults and young adults than teens, so thankfully this isn't a problem. Although we do hear an occasional someone who thinks it's okay to blare his music in his car every now and again, but not even that happens too often, so I'm grateful for that.

We have similar laws in our area (I think) BUT they wont do anything until night time.... Unless someone was causing a 7.0 magnitude earth quake with their speakers.

If you call during the day about someone being loud, I bet they wont even show up. Guess they are out addressing real crimes or (more likely) eating a donut.
