Quite honestly, that is so incredibly ridiculous to stop someone for such a silly call.  I don't necessarily blame the cop here because as far as I can see he's being respectable like the man said, but it's sad and sickening to think that other people would call the cops on a guy for just walking in a very cold place with his hands in his pockets.  Unless he was brandishing a weapon or walking into the street, harassing people on the sidewalk, going up to people's houses and peering in, something LEGITIMATELY suspicious, the people there have no right to do that to someone who is innocently doing nothing as we can only assume since the cop never said any of those things about him.
