Paypal came to Egypt just only in 2013. A good thing that we missed since 1999. Reasons were not stated of why they didn't allow accounts from Egypt but anyway, that problem is now over and we don't need alternatives like moneybookers (Skirll) anymore.
I went happily, created my first Paypal account 2 weeks ago. As soon as I confirmed and verified my account, they limited it. They stated that this is a normal action they take towards all new accounts and they just need some little more information to verify my identity. They required proof of name and proof of address.
Very well, I got no problem with that at all. I sent a photo of my passport containing my name and an electricity bill that is 1 month old containing my address (but in Arabic ofc)
Anyway, I was too dumb to think that will get it fixed, or maybe you can say they lied, since they said they require little information and they refused both files I sent.
Now, I scanned all my official documents (National ID, Driver License and Passport) and sent it as a Photo ID and I also scanned an invoice for an item I got from Amazon.co.uk that contains a very clear statement of my address.
Files I submitted this time were about 10 files. They finally accepted the photo id and they marked it as completed. But they still refuse my proof of address. They keep telling me we need a proof of your address via a utility bill. Isn't that a bill for using public services like electricity and water? Or Am I wrong?
Have anyone here experienced limitations like I do now? If so, did you manage to remove your limitation?
