I just don't happen to think that cheaters are cool; he/she is only putting a heavier load on the co-workers and senselessly running up the employers' budget, and in the long run our taxes.I was actually talking about photoshop with some co-workers yesterday. One of them uses it to scan/edit doctors notes and change what they say to get out of work for longer.

My coworkers are experts in faking sick leaves. As far as I know, they haven't started photoshopping doctor's notes yet, but they don't even have to, since their GPs are extremely forthcoming with giving them as much sick leave time as they want.
Their most famous strategy is lying about their children being sick, and getting sick leave on account on having to take care of them. Interestingly enough, their children mothers never take any sick leave on account of their "sick" children.

Exactly, when someone is out it puts a strain on the rest of us. However I am no snitch so I suppose they are going to continue to get away with it. But, its only a matter of time before he gets caught if he's bragging about it to the rest of us.

Oh yeah that is super common. Anyone with a kid has tons of excuses to get out of work at their disposal.

What are the parents of these kids inadvertently teaching the kids?

Thing is though, chances are that they'll brag or talk about it with their spouse or some other adult in the household in front of the kids. It follows that the kids learn a lot from the example of the people they spend the most time around.
Sometimes but not always. Children are able to turn into their own people with their own morals and ethics no matter how they were raised.
