I use a free browser based photoshop program called Pixlr X to edit thumbnails for use on my youtube channel. I just pick a random royalty free image that has to do with the video, resize it to the thumbnail size, blur it, and add text. Then boom, great thumbnail.
 
I came across it recently and actually used it to modify the Discussion Hub Halloween logo. Before I came across it, I used a browser based program called Gravit Designer but they are starting to put things behind a paywall :(
