It's odd... Especially when they can take it to instant messengers (Skype) or email and really be in private. When I'm on other forums I always assume I am indirectly chatting with the admin too because he/she can easily access any information stored in the database.
Indeed, going inactive is one thing... But if someone is logging in on a regular basis and they never chat out in the open, people are going to wonder about them. It's not typical behavior for an average forum member, so I suppose its only human nature to become suspicious of that person.
Maybe because sometimes that person might be an online stalker?
Or they could be a scammer / con artist too... Who knows.
A lot of times I think its anti-social people who only want to chat with their friend(s) and they don't care about interacting with anyone else. When that's the case, they should just turn to emails or instant messaging.
I think that some friendships become more personal and it can be a way to have a private conversation with a friend.
If it is only PM, then I agree that there should be some contribution to the general forum. It is up to all members to contribute and make a forum work well.

I don't mind. Once, one person registered on a forum I used to hang out on just to talk to me in private, and had no intention to do absolutely anything else anywhere on the whole forum whatsoever. No harm from that, really. Heh.
