Isn't it more of a formality to have the head of state sign something they all agreed on?

After all, your head of state has to sign new laws even though technically it's already been agreed on by a majority. Same goes for our head of state, she might have a veto, but if she's deemed unreasonable the law will still be passed.

I think she has the power to block some laws though. I'll have to look it up, but I'm sure I read somewhere that she blocked a law from being put into effect once.

I wouldn't be too surprised, but that's the UK. The Commonwealth doesn't actually have a central legislative authority, right?

Ummm... Not sure. Australia's in the commonwealth and they have their own government. So maybe not in the commonwealth then.
