What is more responsible for the rise in the number of homeless people?

Government policies?

Economic conditions?

Poor mental healthcare?

Individual failures?
 
There were homeless people everywhere when I lived in Florida.

A combination of mental health and economic issues, I'd say. There's no question the current economic climate is destroying people, it's horrible, and a lot more people are suffering from mental health issues, either of those can bring someone to homelessness, and a combination of the two can be a horrific downfall.
