She's just like any other teenage girl but she's famous so it appears worse. We see girls like this every single day in our own life, but why is Miley so much more worse? Because the media makes her out to be the only girl who acts like this.
She goes topless sunbathing? It's a disaster because little kids look up too her.
A random 18 year old goes topless sunbathing? No-one judges, it's her life.
The truth is, if you work for disney at a young age no-one expects you to grow up and live a normal life. Everyone expects you to be a sweet innocent little girl they used to watch you as, they don't understand that we all grow out of being so innocent.
Don't get me wrong, I absolutely can't stand Miley. Her music is just not my taste, but as a person, she's just normal. She isn't bad, she isn't good.
She smokes weed? So does millions of other people, including HUGE famous people which people support them for smoking it.
She has topless photoshoots? So does millions of other people, she isn't doing porn so what's the fuss.
She's growing up? 100% of the human race grow up in their life, why can't Disney stars grow up and become a teenager/adult?
We go through life hearing everyone say "We learn by your mistakes, don't regret them." We also tell people not to judge each other and also say mind your own business. Miley is just an average girl, hell, she's 10x less dirty and miss-behaved than some FIFTEEN year olds where I live. Miley's doing fine and is enjoying life, heck, she's doing better than most people.

Well she is in a unique situation because normal teens weren't idols for young girls initially. All celebrities are under the microscope though. They are judged harsher and are more scrutinized than the average Nebulous. Comes with the territory.
