Stop calling my house, especially late at night!

I never answer unknown name unknown number calls, so they're wasting their time. Really no way to stop them since we don't know their name or number.
 
They're not calling to talk to anyone, they're calling to one, sell you something, or two, get you to answer the phone so they can sell your number to sales callers who then call you and try to sell you something.

One time I answered it and started speaking in Spanish, however, to my surprise, this person was legit at Spanish. He went full on Spanish with me lol I'm telling you, they're impossible to stop.

I tend to answer all calls, since I don't have a home phone just a mobile phone, and some of the calls are from my University and Accommodation.
 
I answer all calls from numbers I recognize. If I don't recognize it, I simply don't answer it. If it's that important, they'll leave a message. However, in your case, I highly doubt your University would call as restricted.
 
Most telephone carriers have a code that you use to block these unwanted calls. I use Verizon and all I did was dial *77 to block private / unknown calls. Callers will get a recording saying the number you have dialed does not accept blocked calls. Private / unknown call rejection is free with caller ID in my market. You should call your carrier and obtain the correct blocking code.

Can't you submit your number to those lists of numbers that aren't allowed to be called for advertisement? (Do you have those?)
