What do you guys think of the welcome message of my forum

Your forum has to live up to the statements though. If they read that its kickass fun and laidback then browse around your forum finding a bunch of strict rules and unfriendly people, then it might work against you.
 
Well what rules should I kick out to be less strict?



These are the rules of the forum.

1. No use of strong language. Hovever if it's in context (e.g.-A book, video game, television show, etc.) or a quote or in/or from a game/music/review/etc, it's alright.



2. No pornography allowed. But with nude art (e.g.-Micheangelo's David/ecchi etc.) please use the spoiler code.

3. Deceptions of cruelty, blood, gore, and dismemberment is prohibited without notifying clearly. However, gameplay videos and let's play of M-rated games are fine

and do not post links to shock sites, and screamers, and crap like that. We don't need that stuff in our forum.



4. Spamming, trolling, hacking and piracy discussions of raids, gambling, drinking, and the like are prohibited.

Do not insult or flame anyone, no matter what the cause. A playful, you idiot etc is allowed. No racial, religious, or other slurs either.



5. You may not ask for a moderator position. Moderators are people whom we consider to be good members who make sure everything goes right.



6. Do not create multiple accounts. Moderators are able to view IP addresses, and anyone caught with multiple accounts will get all the accounts deleted and have their IP banned.



7. You may not have oversized signatures/avatars on this forum as it makes most things difficult to read.

and avatars/signatures may not have anything offensive or disturbing.



8. Do not type using all capital letters. This is considered shouting on the internet and is very annoying.



9. Do not post large pictures. Some members have dial-up or slow connections, and not to mention they just piss people off.



10. Be mature and friendly, please (with the exception of the Role-Play board, in which all hell can break loose).



11. Double-posting is prohibited. Except if you are bumping your thread and 24 hours have passed.

Necroposting (posting in a dead and inactive topic) is also discouraged, unless you have a valid point to bring to the discussion.



12. Please keep your anime, furry (beastality), video game etc 'fetishes' to yourself, we do not want that on our forum.



13. Please do not make a thread for advertising your site, if you must advertise this can be done in your signature.



14. Videos that are posted must be at least appropriate to 13 years and under, but there are exceptions such as, video game reviewers, reviews, M-rated games, Let's Plays etc.

A welcome message needs to be quick concise. That means short and to the point. You will lose a potential member very quickly if you cannot convince your forum is the best with your welcome message. As with everything, make sure your welcome message contains no spelling or grammatical errors (dsylexia is no excuse) as this will lead the guests to believe it's run by people who cannot yet use basic English.

You don't actually need to remove any rules. It's about the enforcement of those rules and how strictly they are enforced. If you want to be laid back, ignore simple little violations that are harmless. If you must remove some rules, change the less serious ones to we would rather not see or we don't encourage instead of do not. To me do not means it will be enforced strictly and you and your moderators will be vigilant towards this and that's not what you want a laid-back forum to be.

6. On Multiple Accounts

We discourage the activity of creating multiple or sockpuppet accounts. Moderators are able to view IP addresses, and anyone caught with multiple accounts will get all their accounts deleted and have their IP banned.



7. On Avatars and Signatures

You may not have oversized signatures/avatars on this forum as it makes most things difficult to read.

Well, there's so much that can be done with this message to cut down on the vertical space. For example, you can combine

As Nebulous said, though, you should live up to your statements. Also, I'm reminded of a quotation attributed to Anton Chekhov: Don’t tell me the moon is shining; show me the glint of light on broken glass.



In this case, instead of just saying you're unique and have kick-ass features, give at least one substantive example to back it up.



Instead, you go right into this:

which, for the most part, says only that yours is a run-of-the-mill, general discussion forum. I say for the most part because you do mention the option to show off your creations in M.U.G.E.N.



Now, it's not going to be immediately apparent to all guests what M.U.G.E.N. is, and what creations you're referring to. In regard to the latter, I read topics in your M.U.G.E.N. section, and it seems by creations you mean something you refer to as releases, which I assume are mods to M.U.G.E.N. From reading the description to that section, furthermore, it became apparent that M.U.G.E.N. is a freeware fighting game.



That said, you may revise the above code as follows:

After reading the revised version, I'm thinking another example as to why your forum is unique may be a good idea.



My English may be far from perfect, and I may have made numerous grammatical mistakes. Also, my sentences may be improved even if they are contextually correct. Even so, I hope that what I said above may be of some use.



By the way, I have a guest welcome message for my forum. I have revised it countless times, and am still thinking about editing it. Whatever I choose, my goal is always to keep the message short and understandable, but to stuff as much useful information as possible. That pointed out, here is my guest welcome message:



Welcome to The Infinity Program, a general discussion forum. As the founder, my goal was to create a community that would last, and that would pride itself on purposeful discussion and relaxed (though not arbitrary) moderation.

The creations are not mods they are characters and stages for you to use in the fighting game engine.
