What programs do I need to make a Logo?

I'd really like to make a new logo for my MORU site.



What I'd like to do:



Create my logo in Chiller font with lightning crackling around the letters.



What sort of program would let me do this?

Smart ass answer: it could be done in Microsoft Paint

(It might take a few days, but you'd have a logo.)



Somewhat useful answer: Paint.NET and the GIMP are free image programs that should be capable of getting the job done in some way. (Google for some tutorials when you decide on a program.)

I am by no means an expert, but I managed this quick and dirty effect in a few minutes in Paint.NET

You can also try a professional program like PhotoShop, but its pricy.

The lighting? Well it depends, is the lighting on it's own layer? Do you even have the psd/xcf version of the logo on hand?
