Are you more likely to give out a permanent ban and completely get rid of the person or do a temporary one until they calm down?

For me if they deserve the ban they deserve it permanently unless they wish to appeal it.

Banned is banned, I don't do "time outs", I'm not an online babysitter. :nono:

I've seen some sites that have a restricted forum like a jail where they put wrong doers, that could be amusing in certain cases.

Or people abusing a privilege could have that ability revoked without fully banning.
 
It really depends on what they did. I used to do a short "time-out" if it's a small offense or if it's a person's first time committing an offense at all, but if it gets really bad, then yeah, permanent ban all the way.
 
A permanent ban in my opinion can either be issued for an indefinite period of time, which a user can be unbanned by staff discussion, or lifetime ban, which means the user is permanently banned and cannot be unbanned without discussion.
