Who should be responsible for taking care of the elderly?

The family, the government, or should the elderly take care of themselves?
 
Mixture. If a person is 80 and can do everything themselves without struggle, by all means! If they need help and family can't do it, then assistive care that helps maintain independence should be available. If it's too much for all, then we look into palliative/assisted living facilities and such. Options should always be available.
