Sounds like something you might have to take up with your bank account. Make sure everything is good on that end and then try to figure out what's going on with Steam and why it's not accepting your payment.

It's okay, no worries. Here is a quote from this thread that explains the exact situation you're going through:

Keep trying to get the payment through. Its been happening to people here for quite a while.

Its usually a problem with Steam's billing server communicating with your credit card company.

If you're lucky though, its just Steam locking your account because you're using a new credit card, so you just need to send support a message so they'll unlock it for you (btw they don't work on weekends, so don't expect a reply for another 2 days at least).

Its been happening to me for the past 3 months and I've had to keep trying to make the purchase until Steam's billing server lets me.

Tried putting some funds in Steam Wallet yesterday, and got the same error. Kept trying every 10 minutes, and I finally got through today. Checked inbox and got 28x "transaction error" emails from Valve, so I spent almost 5 hours trying until it went through.

strange i never had this issue new or old cards
You should check your bank
you might have insufficient funds
or get steam wallet card that works too
