It is free if you go to the right places. We have clinics around here that give them out for free.
I guess it needs to be more of a global thing then.
Internet... but only because it's the entirety of human knowledge in one place... though that being said parents should maybe consider imparting how important having access to that is... given just 20 years ago we didn't have access to any question answered, any guide made available, etc.
