I find sister awkward from anyone I'm not close to really. Brother a tad awkward too.Or "sister".
Seems a little odd to me, but cordial and not really offensive.
I'm cool with bro from anyone though really. That's just a casual term for me, rather than an endearing one.

Depends on the context; most times no since I don't know the person.
That said, the one time it is acceptable is at church because its' one Christian saying hello to another Christian (brother to brother, for instance).
