Does the medium of a work of art matter when evaluating its quality?

No. Some artists certainly excelled with certain mediums - Van Gogh's textured oils leave me speachless in person. But Matisse's cutouts are as astounding as his paintings, Henry Moore's drawings are amazing, as are Rodin's.
