The vast majority of traffic violations anymore. "Hey, that thing you did that hurt no one and didn't even affect another person... here is your fine"
 
Violating copyright which is a common occurrence on YouTube, Social Media, and other platforms.

I would say that isn't quite true as people depend on making money off all the time they invested into their work... not someone else using it to make money.

It is certainly excessive and abused on those platforms, but over I'd say that stealing someone's work has a victim.
 
Jaywalking when there are clearly no cars going to hit you. I get the law when you're being reckless, but if I'm trying to cross on a one-way and there are clearly no cars coming and I'm an able-bodied person, there's no reason it should be a ticketable offense.
 
I would consider piracy to be a victimless crime.
