Abstinence programs work for some and drives rebellious kids to want to do it even more. Its a win/lose situation. :dontknow:
 
Religion aside, I think it comes down to how well teens can cope with their hormones and peer pressure. The media is also quite influential as basically sex before marriage is promoted as acceptable provided you use protection. It's in movies, music etc.
