Base On Mars

Don't think so. Even if they get the technology to make a base and make enough oxygen, there's still the logistic problems of getting food up there and qualified people to Mars to make the base, itself. And it would be high risk as if there was something that was broken and had something to do with the air supply, the people up there are stuffed.
Nope. That hope went down the drain with the economy.
NASA's Constellation project has also been cut now, which was supposed to be the intermediate step, taking us back to the moon by 2020 and... possibly creating a base then.
For now, rovers, landers, and orbiters will do and there is plenty to be learned.
