Are you asking if it's possible to create an app from scratch directly from your phone? If so, then no, I don't think so, I'm pretty sure creating an app takes a lot of coding and UI design work and that is usually handled mostly on a PC.
Not yet, but it could be done in the future when phones get better hardware, until now it's pretty limited yet (at an affordable price)
