Firstly, if you want to actually compete with the opposing show than you need to have rivalries and so on, but the rivalry feature only works if you make the two feuding have a match every week, and one week they don't have a match than it's deleted. You can work around this by putting them in tag matches involving each other and so on but you can't have as much of a story as one would like. Secondly, you're forced to have about seven matches every episode of your respective show and if you don't always fill the card than you'll lose in the ratings, which feels excessive but on pay-per-view, you're limiting to only five matches. Pay-Per-Views are three hours long and are match after match whilst the normal show is two hours and matches with backstage vignettes, commercials, and so on, how does that make sense? I guess you could say that the matches are longer but I feel that you should have unlimited amount of matches for pay-per-views.
