CPU -- an i5 or i7 is a good choice, but the latter is the most perfect.
RAM -- >= 8GB RAM. Not less than that.
OS -- Haswell chips work great on Win7, though most PC's with those chips come with 8/8.1 out of the box. Windows 10 intends to reduce the 'mandatory' usage of the touchscreen.
HDD -- I'd recommend SSD drives, but high-speed SATA harddrives are good too.
